An International Affair Virgil Parker We are proud of Virgil Parker , a journalism major and rising senior, who was named a fellow in the Charles B. Rangel International Affairs Summer Enrichment Program. He is one of 15 recipients selected for the highly competitive nationwide program. The Rangel Summer Enrichment Program, funded by the U.S. Department of State and managed by Howard University, supports extraordinary undergraduates  interested in pursuing a career in international  affairs, according to the release from the Office of the President.
